Senator Looney sponsored Connecticut Senate Bill 445 in late April 2022. It is an Act Concerning the Provision of Emergency Medical Services to individuals in custody or control of a peace officer; It passed on a vote of 34-0 but did not make it to the floor of the state House of Representatives.

On June 19, 2022, Richard Cox, a New Haven resident, suffered injuries to his neck and spine while transported in a New Haven Police van handcuffed and without a seatbelt. The police officers ignored his repeated calls for help; Mr. Cox is now paralyzed from the chest down.

According to Looney, being arrested is not cause for delaying or denying emergency medical treatment to any human being. The Cox case supports the passage of a state law that mandates immediate emergency medical services to any individual who experiences a health emergency while in police custody.
